NLRC Welcomes 18 Newly Hired, Promoted Employees
QUEZON CITY—The National Labor Relations Commission (NLRC) welcomed 18 newly hired and promoted employees during the flag-raising ceremony on January 26, 2026.
Fourteen employees in the Regional Arbitration Branches (RABs), two employees in the Main Office, and two employees in the Eighth Division took their oath of office in person and online, as administered by Commissioner Gina F. Cenit-Escoto of the NLRC First Division. These personnel assumed office in the third quarter of 2025 and in January 2026.
The following employees who took their oath of office are:
1. Atty. Ahmed Shedick M. Papandayan – Attorney VI, Eighth Division
2. Atty. Tarcila B. Nepomuceno-Banda – Chief, Legal and Enforcement Division
3. Sonia M. San Jose – Labor Arbitration Associate, National Capital Regional Arbitration Branch (NCRAB)
4. Jocelyn B. Crisostomo – Labor Arbitration Associate, NCRAB
5. Sophia B. Gutierrez – Administrative Assistant V, Main Office
6. Maria Eden N. Cabillo – Administrative Assistant V, NCRAB
7. Rosalino D. Hamlig, Jr. – Administrative Aide IV, Eighth Division
8. Kayselyn Ann B. Villanueva – Administrative Assistant V, Cordillera Administrative Regional Arbitration Branch

Commissioner Cenit-Escoto congratulated the newly sworn-in employees. She urged the newly hired staff to turn their potential into actual hard work and dedication, and recognized the inspiration that can be drawn from the promoted staff whom she hoped would “continue doing good and keep the light burning.”
“Our positions are not symbols of power or authority, but we are here as instruments of the government in maintaining industrial peace through labor justice,” she concluded.
