NLRC, NLRCEA receive CNA Certificate of Registration from CSC
QUEZON CITY—The Civil Service Commission (CSC) formally turned over the Certificate of Registration for the Collective Negotiation Agreement (CNA) between the National Labor Relations Commission (NLRC) and the National Labor Relations Commission Employees Association (NLRCEA) during the flag- raising ceremony on November 24, 2025.
CSC Director Erick J. Romualdo of the Malacañang Field Office presented CNA Certificate of Registration No. 3591 to NLRC Chairperson Grace E. Maniquiz-Tan and NLRCEA officials led by its president, King Moriel Vergel. The certificate, signed by CSC Chairperson Marilyn Yap and Human Resource Relations Office Director IV Ma. Theresa Fernandez, is valid from October 16, 2025 to October 15, 2028.
“I would like to commend the NLRC Management and employees’ association for coming out with another round of CNA. This milestone demonstrates a harmonious working relationship between the Management and the entire members of the organization. The CSC is glad to see unity and support among one another especially in these times when we need to remain solid and help each other out,” Director Romualdo said. “Thank you to the whole NLRC for continuously carrying out its mandate while also nurturing the welfare and capabilities of its employees to be able to contribute to the goals of the organization,” he added.
NLCREA President Vergel thanked the CSC for awarding the Certificate of Registration and acknowledged the cooperation of all rank-and-file employees nationwide, as well as the unwavering support and prompt approval of the Management.
Chairperson Maniquiz-Tan expressed continued support to the NLRCEA as she recognized the contributions of all the employees in ensuring that the Commission delivers effective, truthful, and speedy service to the public.
“What is important is for us to stay focused on our work and remain committed to what we do,” she said.
The 2025-2028 CNA between the NLRC and the NLRCEA was officially signed on August 27, 2025, pursuant to Executive Order No. 180, series of 1987 and its Implementing Rules and Regulations. The CNA serves as a formal agreement that upholds the rights, benefits, and interests of NLRC employees by bolstering a healthy and productive work environment.
After the flag-raising ceremony and awarding of the CNA Certificate of Registration, a thanksgiving mass was celebrated by Rev. Fr. Jojo Caballes from the Christ the King Parish in Quezon City to commemorate the 51 st anniversary of the NLRC with the theme “NLRC@51: Pagpupugay sa Manggagawa”.
