NLRC Collaborates with CSC-NCR for Orientation on 2025 RACCS
QUEZON CITY—The National Labor Relations Commission (NLRC) and the Civil Service Commission-National Capital Region (CSC-NCR) teamed up to deepen the understanding on the 2025 Rules on Administrative Cases in the Civil Service (2025 RACCS) through a hybrid orientation held on November 21, 2025, as attended by 30 members of the NLRC’s Administrative Complaints Committee (ACC), selected officials, and employees nationwide.
The 2025 RACCS serves as the primary framework for handling disciplinary and non-disciplinary cases involving government officials and employees in the country. It aims to streamline procedures and ensure administrative processes remain efficient, transparent, and aligned with current laws and best practices.
CSC-NCR Assistant Regional Director Vlademir Villacorta discussed the salient provisions of the 2025 RACCS which reflect the significant legal and procedural developments since the last revision in 2017.
Issued in August 2025, the 2025 RACCS is composed of 23 Rules with 159 sections. Key updates include the integration of laws such as Republic Act (RA) No. 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, and RA No. 9285 or the Alternative Dispute Resolution Act of 2004 along with their respective implementing rules and regulations.
Likewise, it reflects recent Supreme Court rulings that have shaped administrative law and incorporates key CSC initiatives and policies aimed at modernizing administrative procedures.
NLRC Acting Executive Clerk of Court IV Paz Eugenia Neri Dysangco mentioned that an orientation on the 2025 RACCS was conducted internally last August 28, 2025 to provide an overview of the updates and new inclusions. She expressed appreciation to the CSC-NCR for providing expert discussion on the provisions of the 2025 RACCS.
“Through this orientation, we hope that each one of us will be able to discharge our functions and responsibilities accordingly,” she said.
