NLRC Officials Convene for 2025 Year-End Performance Assessment

QUEZON CITY–Presiding Commissioners, Executive Labor Arbiters, and other officials of the National Labor Relations Commission (NLRC) convened to assess the physical and financial performance for 2025 and set new policy directions and priorities for 2026 during the 2025 Year-end Performance Assessment (YEPA) held on January 29 and 30, 2025.

Chairperson Grace E. Maniquiz-Tan thanked everyone in the Commission Proper, Regional Arbitration Branches (RABs), and operating units for their efforts that resulted in the attainment of NLRC targets for 2025, particularly for the Labor Arbitration Program and Execution Program.

The activity kicked off with a review of the status of compliance with the agreements during the 2025 Mid-year Performance Assessment and Planning Exercises held on July 22-23, 2025. The highlights of 2025 activities were also shown through a video presentation.

Furthermore, the Executive Labor Arbiters from the 16 RABs in Luzon, Visayas including the Negros Island Region, and Mindanao presented their respective 2025 accomplishments for the Single-Entry Approach (SEnA) Program, Labor Arbitration Program, and Execution Program. Also included in the RABs’ presentations were the issues and concerns and recommended actions to be taken.

Meanwhile, Atty. Neeneelyne C. Paguila of the Research, Information, and Publications Division presented the performance report and the accomplishments of the Commission Proper.

On the second day, a lecture on decision-writing under Republic Act No. 12021 was delivered by OIC Presiding Commissioner Leonard Vinz O. Ignacio of the Fourth Division. His lecture provided comprehensive guidelines on the proper preparation of decisions, including proposed dispositive portions for cases involving work-relatedness and varying third doctor findings, and standard templates of summons and notices .

Deputy Executive Director Teresita E. Audea and Ianne R. Go of the National Conciliation and Mediation Board provided an overview of the SEnA Program and updates on the Department of Labor and Employment’s (DOLE) Assistance for Request Management System (ARMS). The key highlights of the discussion included the salient features of Department Order No. 249, series of 2025, "non-SEnAble" Requests for Assistance (RFAs) and new exceptions; available assistance for such RFAs; streamlined process; as well as 2025 performance report for the implementation of SEnA.

Ma. Cristina B. Carlos and Katherine Mae B. Perez, Officers-in-Charge of the Administrative Division, reported on administrative matters, specifically on the status of filled and vacant positions, and the Revised Program on Awards and Incentives for Service Excellence (PRAISE).

Director Elvira F. Cruz and Harold M. Carbo of the Management and Fiscal Division presented the Financial Report on the Budget Allocation and Utilization for Fiscal Year (FY) 2025 and Fund Allocation for FY 2026.

Director Maria Ricasion B. Tugadi facilitated the discussion of issues and concerns of the RABS and presented the study made by the Legal and Enforcement Division on the reports on execution.

The session concluded with the Chairperson’s discussion on the proposed OPCR Targets for 2026. ###
