NLRC Conducts GAD Agenda Formulation Orientation and GMEF Workshop
QUEZON CITY - In line with its continuing series of capacity-building initiatives for its GAD Focal Point System (GFPS), the National Labor Relations Commission (NLRC) conducted a two-day hybrid training on GAD Agenda formulation and the Enhanced Gender Mainstreaming Evaluation Framework (GMEF) Workshop on April 13–14, 2026. Ms. Cecilia Iguiron-Fantastico, certified member of the Philippine Commission on Women (PCW) GAD Resource Pool, guided the participants in developing the Commission’s GAD Agenda, which will serve as the overarching framework for its gender mainstreaming and as the basis for crafting its annual GAD Plan and Budget.
The first session focused on the GAD Agenda, its key components and the process for its formulation. To operationalize the concepts, participants engaged in a planning exercise where they mapped out the schedule of activities, identified target dates for succeeding steps in the formulation process, and assigned responsible units and personnel.
The succeeding session assessed the extent of gender mainstreaming within the NLRC through the use of the GMEF tool. This session aimed to support the GFPS members in determining the Commission’s current level of gender mainstreaming.
Ms. Fantastico explained the descriptors for each Gender Mainstreaming Entry Point, namely: Policy, People, Enabling Mechanisms, and Programs, Activities, and Projects (PAPs). Through a workshop, the group applied the GMEF tool to determine the Commission’s GMEF score and identify the corresponding Means of Verification (MOVs) to substantiate the implementation of gender-responsive initiatives. The participants also developed recommendations to further strengthen the Commission’s gender mainstreaming efforts.
Through this activity, the GFPS members were able to identify key areas for improvement in integrating gender and development (GAD) perspectives into the Commission’s policies and programs.
