NLRC Enhances Administrative Complaints Committee (ACC) to Ensure Prompt Case Resolution
QUEZON CITY – The National Labor Relations Commission (NLRC) continues to uphold transparency and accountability within its ranks by reinforcing its administrative procedures. Recently, the issuance of Administrative Order No. 07-02, Series of 2023, marks a significant step in this direction, as it reconstitutes the Administrative Complaints Committee (ACC) for Luzon, Visayas and Mindanao.
“The main objective of this reconstitution is to ensure the efficient deliberation and resolution of cases and complaints brought against rank-and-file employees of the NLRC,” Acting Chairperson Julia Cecily Coching-Sosito said in her administrative order.
Indeed, the ACC is vested with a comprehensive range of responsibilities. Beyond its original duties, it now holds the authority to receive, assess the form and substance of complaints, and issue summons, subpoenas, notices and interlocutory orders to facilitate preliminary investigations. Under the helm of Chairpersons Labor Arbiter Paz Eugenia Neri-Dysangco for ACC-Luzon, Labor Arbiter Kristie Lynn R. Roa-Durano for ACC-Visayas, and Labor Arbiter Milagros L. Iturralde for ACC-Mindanao, the ACC is empowered to conduct preliminary investigations and submit the Preliminary Investigation Report.
As an integral part of the NLRC’s organizational structure, the Legal and Enforcement Division, led by Atty. Olive B. Sanchez, shoulders the responsibility of managing formal investigation proceedings. This includes vital tasks such as the assignment of administrative cases to Hearings Officers, the appointment of Special Prosecutors for formal hearings, and all other necessary steps to ensure the efficient resolution of administrative cases.
By reconstituting the ACC and enhancing its functions, the NLRC underscores its unwavering commitment to accountability, fairness and due process within its organization.
