NLRC and LTO Strengthen Partnership for Effective Enforcement of Labor Decisions

Quezon City. - Officials from the National Labor Relations Commission (NLRC) and Land Transportation Office (LTO) forged an agreement on November 26, 2024 to improve the coordination between the two agencies for the effective enforcement and satisfaction of decisions, resolutions, and orders.

"This is a historic event for us, as it marks the first time the NLRC has entered into an agreement with the LTO," said NLRC Chairperson Grace E. Maniquiz-Tan. "In the past, our focus has been on case disposition. This year, we are prioritizing execution, and this MOA is a vital step toward improving our execution efforts."

The agreement establishes a framework for the NLRC to collaborate with the LTO in verifying and certifying the registration of motor vehicles under the names of judgment debtors. NLRC will provide the necessary information to LTO personnel to resolve jurisdictional issues regarding where the motor vehicles are registered, ensuring that logistical support is properly allocated.

In return, the LTO has committed to promptly act on verification requests submitted by NLRC sheriffs or designated personnel concerning motor vehicles registered under judgment debtors' names. These requests are made pursuant to writs of execution issued by the Labor Arbiters.

Additionally, the MOA requires the LTO to develop mechanisms to integrate NLRC execution processes into its regular operations as part of its mandate to implement transportation laws.

NLRC Chairperson Maniquiz-Tan and LTO Assistant Secretary Atty. Vigor Mendoza II signed the MOA, as witnessed by NLRC Presiding Commissioner Dolores Peralta-Beley and LTO Executive Director Greg Guillermo Pua, Jr.

We hope to give back to them [stakeholders] because we know what they are going through," Asec. Mendoza said, as he assured the NLRC of the LTO's support in upholding fairness and justice in executing decisions, resolutions, and orders that impact stakeholders in the land transportation industry.

The signing ceremony, held at the NLRC office in Quezon City, was attended by NLRC Commissioners, Executive Labor Arbiters from the National Capital Region Arbitration Branch (NCRAB), and other LTO officials.

This partnership underscores both agencies’ commitment to enhancing the efficiency and effectiveness of labor law enforcement, ensuring that justice is served for all stakeholders in the labor and transportation sectors.
