NLRC Rated Compliant in ARTA 2024 Report Card Survey 2.0

Quezon City — The National Labor Relations Commission (NLRC) Central Office was rated Compliant in the 2024 Report Card Survey (RCS) 2.0 conducted by the Anti-Red Tape Authority (ARTA), affirming the Commission’s adherence to public service standards and its continuing commitment to transparent, efficient, and citizen-centered service delivery.

The RCS 2.0 assessed government agencies nationwide based on client satisfaction, institutional compliance, and service efficiency. Of the 904 government agencies evaluated through client surveys, onsite inspections, and compliance checks, the NLRC was found Compliant with all criteria prescribed under the ARTA framework.

Specifically, the NLRC obtained compliance marks in the following six major indicators: Citizens Charter Transparency; Service Delivery and Staff Performance; Access, Facilities, and Inclusivity; Digitalization and Zero-Contact Policy; Public Assistance, Complaints Desk, and Feedback Mechanism; and Payment, Cost, and Transparency.

Among all NLRC offices nationwide, the NLRC Seventh Division in Cebu City notably achieved a Very Satisfactory Rating, reflecting the consistent performance and dedication of its officials and personnel in upholding service excellence.

The Report Card Survey 2.0, a flagship initiative of ARTA, is designed to capture both client perceptions and institutional compliance in the implementation of the Ease of Doing Business and Efficient Government Service Delivery Act of 2018 (Republic Act No. 11032).

NLRC Chairperson Grace E. Maniquiz-Tan conveyed her appreciation to all NLRC officials and employees for their collective efforts in upholding service efficiency and ensuring compliance with ARTA standards. She emphasized that the recognition from ARTA is an affirmation to the Commission’s sustained commitment to enhancing transparency, accountability, and accessibility in the delivery of labor justice for both workers and employers.

The Commission further reaffirmed its commitment to institutional reforms, client satisfaction, and process digitalization in line with its Quality Management System (QMS) and ongoing initiatives to streamline services across all regional arbitration branches and divisions nationwide.

Through this achievement, the NLRC continues to strengthen its role as an efficient, transparent, and people-centered quasi-judicial institution dedicated to promoting industrial peace and social justice.
