NLRC Completes ARTA’s On-site Inspection

QUEZON CITY—The National Labor Relations Commission (NLRC) Main Office and National Capital Region Arbitration Branch (NCRAB) successfully completed the on- site inspection conducted by the Anti-Red Tape Authority (ARTA) on October 9, 2025.

The on-site inspection was done to ensure the NLRC’s continued compliance with the provisions of Republic Act No. 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018.

ARTA-Compliance Monitoring and Evaluation Office (CMEO) Division Chief Johanna T. Medalla and officer Zyra D. Argañoza conducted the inspection which guaranteed the effective communication and operationalization of the Citizen’s Charter through the display of information billboards, access to the Citizen’s Charter handbook, and implementation of a feedback and complaints mechanism.

The ARTA representatives assessed the services at the Public Assistance Center of the Main Office; Complaint Unit, Single-Entry Approach Unit, and some offices of the Labor Arbiters at the NCRAB; and Cashier Units both at the Main Office and NCRAB.

Selected frontline personnel were also briefly interviewed for validation of the processes and the requirements for the clients.

The ARTA inspection team noted the compliance of the agency in terms of the adoption of electronic queueing system and digitization of service for requesting of certified true copy of documents. They also recognized the prominent display of anti-

fixer campaign materials and wearing of employee IDs.

They also took note of the timeliness of the NLRC’s submissions for ARTA requirements including the posting of the updated Citizen’s Charter on the website and the submission of Citizen’s Charter Handbook and Certificate of Compliance, Client Satisfaction Measurement Report, Special Order for the composition of the

NLRC-Committee on Anti-Red Tape (CART), Zero Back Log Report, and the Initial Whole-of-Government Reengineering Plan.

During the exit conference, the ARTA inspection team provided recommendations to enhance the transparency in the delivery of services in the NLRC, particularly inclient-facing transactions of the agency, the administration of the Client Satisfaction Measurement tool, and the overall presentation of the Citizen’s Charter handbook.

“We welcome all the recommendations from the ARTA-CMEO and we assure them of our unwavering commitment to comply with the requirements of Ease of Doing Business Act to continually improve our services for our clientele,” NLRC- Management and Administrative Department Director Elvira Cruz said.

Representatives from the NLRC-CART led by Labor Arbiter Marietta Aguja-Aboga and the Administrative Unit of the NCRAB led by administrative officer Catherine Melody Medina assisted the ARTA-CMEO during their inspection.

Prior to the inspection, the ARTA team also made a courtesy visit to Sixth Division Presiding Commissioner Agnes Alexis A. Lucero-De Grano, the NLRC-CART Chairperson.
