NLRC Recognized for Cybersecurity Resilience at CIIP Summit Philippines 2025

Quezon City - The National Labor Relations Commission (NLRC) received a Certificate of Recognition during the Critical Information Infrastructure Protection (CIIP) Summit Philippines 2025 for its commitment to strengthening cybersecurity resilience through the successful establishment of its Computer Emergency Response Team (CERT).

Held on October 16–17, 2025, at the Manila Prince Hotel, the CIIP Summit convened key government agencies, cybersecurity leaders, and ICT professionals to advance the protection of the nation’s critical information infrastructure.

Representing the NLRC during the event were Commissioner Gavino R. Meneses, Jr., Chairperson of the NLRC Cybersecurity and Emergency Response Team (NLRC CERT), and Mr. Christian Ericson B. Soriano, Head of the NLRC Data Center. Their participation underscored the Commission’s proactive efforts in safeguarding sensitive labor and employment data and ensuring the uninterrupted delivery of public service through robust and resilient ICT systems.

Commissioner Meneses, Jr. emphasized that the recognition highlights the Commission’s unified effort to fortify its cybersecurity framework and uphold the integrity of its digital infrastructure. He underscored that cybersecurity goes beyond technical safeguards—it embodies the public’s trust in government institutions.

NLRC Chairperson Grace E. Maniquiz-Tan expressed her appreciation for the recognition, noting that it affirms the Commission’s steadfast pursuit of digital transformation anchored on cybersecurity, transparency, and data protection.

The establishment of the NLRC-CERT aligns with the Commission’s compliance with Republic Act No. 10173 (Data Privacy Act of 2012) and the government’s National Cybersecurity Plan, spearheaded by the Department of Information and Communications Technology (DICT).

As the NLRC’s specialized cybersecurity unit, the CERT is responsible for detecting, preventing, and responding to cybersecurity incidents within the Commission’s information systems and networks. It also plays a vital role in safeguarding electronic case management systems, personnel data, and online services essential to labor justice administration.

Through this recognition, the NLRC reaffirms its continuing commitment to cybersecurity resilience, digital governance, and the secure and efficient delivery of justice services for Filipino workers and employers nationwide.
