NLRC Conducts Capacity-Building Seminar on Magna Carta of Filipino Seafarers
Quezon City – The National Labor Relations Commission (NLRC) conducts a Capacity-Building Seminar on Republic Act No. 12021, also known as the "Magna Carta of Filipino Seafarers," at its Main Office and via Zoom on February 18, 2025. Attended by Presiding Commissioners, Commissioners, Executive Labor Arbiters, Labor Arbiters, Commission Attorneys, and Lawyers from across the Commission nationwide, the seminar focused on discussing the key provisions of RA 12021 and its implications.
The initiative aims to equip NLRC officials with a comprehensive understanding of the rights, benefits, and protections granted to Filipino seafarers under RA No. 12021 and its Implementing Rules and Regulations (IRR). Additionally, the seminar serves as a platform to enhance the Commission's efficiency and effectiveness in resolving labor disputes involving Overseas Filipino Worker (OFW) seafarers.
In his welcome message, NLRC Third Division Presiding Commissioner Victor C. Avecilla urged participants to deepen their understanding of recent legal developments, reinforcing their commitment to integrity, fairness, and efficiency in handling labor cases.
Commissioner Leonard Vinz O. Ignacio of the Fourth Division emphasized the significant paradigm shift brought about by the new law in addressing seafarers' claims. He provided valuable insights into the objectives, implementation, and key provisions of the Magna Carta of Filipino Seafarers, its IRR, and other related guidelines.
The seminar underscores the NLRC's commitment to ensuring better protection and fair treatment for Filipino seafarers, further strengthening the country's maritime labor sector.
