NLRC Launches Gender and Development (GAD) eLibrary to Promote Gender-Responsive Labor Justice
Quezon City – The National Labor Relations Commission (NLRC) officially launched its Gender and Development (GAD) eLibrary on May 19, 2025, during the Commission’s regular flag-raising ceremony. Spearheaded by the GAD Focal Point System (GFPS), in collaboration with the Legal and Enforcement Division and the Data Center, the launch marks a significant step in advancing gender sensitivity and inclusivity within the labor justice system.
The NLRC GAD eLibrary is a curated digital repository of Supreme Court decisions on gender-related labor cases. Designed as an accessible platform, the eLibrary aims to provide gender-responsive legal resources that support the promotion of gender equality and women’s empowerment in the workplace and in labor dispute resolution.
Specifically, the eLibrary seeks to (1) enhance awareness of gender-related labor issues; (2) support policy and decision-making through gender-sensitive legal references; (3) empower stakeholders—particularly women workers—by granting access to relevant jurisprudence, laws, and materials; and (4) promote gender mainstreaming in both dispute resolution and workplace practices.
NLRC Chairperson Grace E. Maniquiz-Tan expressed strong support for the launch of the GAD eLibrary, highlighting its significance in strengthening the Commission’s commitment to gender equality within the labor justice system. She emphasized that the eLibrary represents more than a compilation of legal references—it serves as a vital tool in fostering a more inclusive and empowered workforce. By improving access to gender-related jurisprudence, the initiative emphasized the NLRC’s dedication to ensuring that justice is delivered fairly and equitably for all.
As part of the launch, Mr. Michael O. De Paz, Jr. from the Data Center and Ms. Belen D. Nicasio of the GFPS conducted a live walkthrough of the eLibrary, which can be accessed via the NLRC website at: https://devnlrc.dole.gov.ph/site/gad
The demonstration covered the platform’s key features, navigation tools, and content organization, as well as the built-in feedback survey aimed at improving user experience and gathering stakeholder insights.
This initiative underscores the NLRC’s commitment to fostering a labor environment that upholds equality, inclusivity, and the right to accessible legal information. By integrating gender concerns into its knowledge management systems, the Commission reaffirms its dedication to responsive public service and equitable access to justice.
