NLRC Conducts Re-orientation for Commission Attorneys on Their Role as Officers of the Day at the Complaint Unit
Quezon City – In a proactive move to strengthen frontline services, the National Labor Relations Commission (NLRC) held a re-orientation session for all Commission Attorneys on May 6, 2025. This initiative follows their deployment two months ago as Officers of the Day at the Complaint Unit of the NLRC-National Capital Region Arbitration Branch (NCRAB), in line with the directive of Chairperson Grace E. Maniquiz-Tan to ensure that complainant-workers are properly assisted in filing complaints.
Held in a hybrid format, the re-orientation was spearheaded by Atty. Maria Ricasion B. Tugadi, Director II of the Research and Legal Department, and was attended by Commission Attorneys from the First to the Eighth Divisions. Executive Labor Arbiters Paz Eugenia Neri-Dysangco (Adjudication, NCR) and Laudimer I. Samar (Execution, NCR) also shared their insights to help address operational concerns and strengthen the implementation of procedures at the Complaint Unit.
The session aimed to clarify the role of Commission Attorneys in assisting the public, particularly in guiding complainants on the correct completion of complaint forms and addressing general labor-related inquiries. A key point emphasized was that Commission Attorneys must refrain from offering opinions on the legal merits of complaints, as such determinations fall under the exclusive jurisdiction of Labor Arbiters.
Participants also exchanged practical insights and recommendations to enhance the delivery of services and improve the efficiency of the Complaint Unit. The re-orientation reflects the NLRC’s continuing commitment to accessible, responsive, and legally sound labor justice services.
