Quezon City — In a landmark initiative to support aspiring government workers, the National Labor Relations Commission (NLRC), in partnership with the Civil Service Commission - National Capital Region (CSC-NCR), successfully facilitated an offsite application processing for the August 10, 2025 Civil Service Examination – Pen and Paper Test (CSE-PPT).

Held for the first time at the NLRC Main Office located at Ben-Lor Building, Quezon Avenue, Quezon City, the two-day activity took place on June 4 and 5, 2025, and served more than 700 applicants.

This pioneering initiative was made possible through the collaborative efforts of the CSC-NCR team, led by CSC Field Office - Office of the President (CSCFO-OP) Director Roderick J. Romualdo, and the NLRC Administrative Division. The offsite processing enabled applicants to submit their CSE-PPT requirements not only at regular CSC field offices within Metro Manila but also at the NLRC Main Office in Quezon City.

NLRC Chairperson Grace E. Maniquiz-Tan expressed appreciation for the successful collaboration with CSC-NCR, emphasizing that the initiative reflects the Commission’s commitment to supporting public service efforts beyond its adjudicatory mandate and to facilitating opportunities for aspiring government workers. Although the Commission encountered a higher-than-expected number of applicants, she affirmed the NLRC’s dedication to providing assistance and extended gratitude to the CSC for entrusting the Commission with this meaningful engagement.

The Civil Service Examination is a prerequisite for obtaining civil service eligibility, which is required for permanent first- and second-level positions in government. Through this joint effort, the NLRC has taken a proactive step in promoting accessibility to public service career entry points.

The Commission hopes to continue similar initiatives in the future, reinforcing its support for government-wide efforts to professionalize the civil service and expand employment opportunities for Filipinos.
