NLRC Convened 2025 En Banc Session to Discuss Proposed Procedural Amendments

Tagaytay City — The National Labor Relations Commission (NLRC) successfully conducted its regular En Banc Session for the year on July 3 to 4, 2025, at Anya Resort, Tagaytay City, with the primary objective of addressing urgent and vital matters requiring immediate Commission action.

A key item on the agenda was the presentation and discussion of the proposed amendments to the 2011 NLRC Rules of Procedure, with a particular focus on the appeal process and proceedings before the Commission. The revisions were presented by the Committee on the Revision of Rules, chaired by Commissioner Gina F. Cenit-Escoto of the First Division.

Chairperson Grace E. Maniquiz-Tan emphasized the importance of regularly reviewing and updating procedural rules to keep them aligned with current legal realities and the evolving demands of labor justice administration. She highlighted that an efficient and transparent system of appeals is crucial to safeguarding due process and maintaining the trust and confidence of stakeholders. She further noted that the Commission must continuously pursue the modernization of its rules and practices to ensure the timely and equitable resolution of labor disputes.

During the session, Commissioners from all eight Divisions of the NLRC engaged in in-depth deliberations on the proposed revisions, offering insights and recommendations based on their operational experience and jurisprudential guidance. The discussions underscored the Commission’s collective commitment to streamlining appeal procedures, eliminating ambiguities, and reinforcing mechanisms that protect the rights of both workers and employers.

Among the highlights of the proposed amendments are refinements to the timelines and grounds for appeal, clarification and streamlining of documentary requirements, and simplification of procedures.

The En Banc also covered other administrative and policy matters aimed at improving Commission performance and ensuring consistency in decision-making across all Regional Arbitration Branches (RABs) and Divisions.

The NLRC remains steadfast in its mandate to promote industrial peace through effective labor dispute resolution and reaffirms its institutional commitment to good governance, innovation, and justice.
