NLRC Signs 2025-2028 Collective Negotiation Agreement with Employees' Association
Quezon City — In affirmation of their shared commitment to promote the welfare and productivity of all employees, the National Labor Relations Commission (NLRC), represented by Chairperson Grace E. Maniquiz-Tan, and the NLRC Employees Association (NLRCEA), represented by its president King Moriel Vergel, inked the 2025–2028 Collective Negotiation Agreement (CNA) on September 8, 2025, during a ceremonial signing and flag-raising ceremony at the NLRC Main Office in Quezon City.
Also present during the ceremonial signing were representatives from the NLRC’s Management and officials of the NLRCEA.
The Agreement outlines programs and benefits designed to enhance employee welfare while strengthening the delivery of efficient and effective public service. Among the salient provisions are economic benefits under Article IV, which include non-negotiable bonuses and allowances such as Christmas grocery packages, rice and subsistence allowances, and anniversary bonuses during milestone years. It also provides incentives in cash or in kind for meritorious performers and employees who make significant contributions to the Commission’s annual targets, subject to existing government rules.
In addition, the CNA provides for the following measures:
• Incentives for exemplary attendance – an increase in incentives for employees who render satisfactory service without incurring absences, tardiness, or undertime within a year, subject to the amendment of the Performance Rewards and Incentives for Service Excellence (PRAISE) system;
• Employee wellness and health care program – development of a comprehensive health and wellness program to complement the existing PhilHealth coverage, including the regular visit of a medical doctor at least twice a week for free consultations, subject to funding availability and government budgeting and accounting rules;
• Flexible work arrangements – adoption of alternative work arrangements, including a four-day gliding work schedule, with emphasis on output-oriented performance;
• Facilities and logistical support for the Association – provision of adequate office space for the Association’s principal and regional chapter offices, free use of conference rooms, and access to service vehicles for official meetings;
• Association representation in key committees – recognition of the Association’s due representation in the Commission’s Selection Committee for first- and second-level positions, the PRAISE Committee, the Bids and Awards Committee, and other relevant bodies.
With these provisions, the Agreement reinforces the NLRCEA’s role as the sole and exclusive representative of all rank-and-file employees of the Commission, ensuring that their voices are heard in matters that affect their welfare and professional development.
Chairperson Maniquiz-Tan conveyed optimism that the CNA would further strengthen workplace harmony, emphasizing that the Agreement represents not only a recognition of employees’ rights and welfare but also an affirmation of the shared vision to deliver just, fair, and efficient public service.
The signing of the CNA marks a significant step forward in fostering a collaborative and supportive work environment, enabling NLRC employees to thrive in their roles as they continue to promote and uphold industrial peace across the country.
