Baguio City — The National Labor Relations Commission (NLRC) convened its regular En Banc Session from March 4 to 6, 2026, in Baguio City, where the Commission discussed several significant policy and administrative matters aimed at strengthening the labor justice system.

The discussions during the En Banc Session were guided by key agenda items, including the proposed 2026 Sheriffs’ Manual on Execution of Judgment, the proposed Guidelines on Purely Money Claims, the Guidelines on the Renewal of Accreditation of Surety Companies, and the approval of the Official NLRC Hymn.

A major highlight of the session was the presentation and deliberation on the proposed 2026 Sheriffs’ Manual on Execution of Judgment, which seeks to update and enhance the procedures governing the enforcement of final labor decisions. The proposed manual aims to provide clearer operational guidelines for sheriffs in implementing writs of execution and other enforcement processes in labor cases.

Chairperson Grace E. Maniquiz-Tan underscored the vital role of execution proceedings before the Labor Arbiters in ensuring the effective enforcement of final decisions and the proper administration of labor justice. She emphasized that the continuous review and updating of procedural rules, particularly those governing the execution of judgments, are essential to maintaining efficiency, transparency, and responsiveness in the enforcement process.

The Commission also deliberated on the proposed Guidelines on Purely Money Claims, which aim to provide clearer procedures in the handling and resolution of cases involving monetary claims. In addition, the En Banc discussed the Guidelines on the Renewal of Accreditation of Surety Companies, intended to enhance regulatory oversight and ensure that accredited surety providers continue to meet the standards required to support the Commission’s execution processes.

Another noteworthy agenda item was the approval of the Official NLRC Hymn, which is envisioned to foster institutional identity and unity among officials and employees of the Commission.

The En Banc Session likewise served as a venue for discussing other administrative and policy initiatives designed to enhance the overall performance of the Commission and promote uniformity in the implementation of policies and procedures across all Regional Arbitration Branches and Divisions.
