NLRC Reconstitutes Freedom of Information (FOI) Committee to Strengthen Transparency and Public Access

Quezon City – In line with the government’s commitment to transparency and public accountability, the National Labor Relations Commission (NLRC) has reconstituted its Freedom of Information (FOI) Committee pursuant to Administrative Order No. 04-05, Series of 2025, issued by Chairperson Grace E. Maniquiz-Tan.

The reconstitution of the FOI Committee reflects the NLRC’s continued efforts to institutionalize and enhance public access to information, in accordance with Executive Order No. 2, s. 2016, which operationalizes the people's constitutional right to information—subject to reasonable limitations and exceptions under existing laws, rules, and jurisprudence.

Tasked with key responsibilities, the restructured FOI Committee will: (a) oversee the implementation of the FOI program across the NLRC’s divisions and offices; (b) ensure the prompt and efficient provision of requested information within the timeframes prescribed by law and internal guidelines; and (c) regularly review and update the inventory of exceptions to information disclosure, based on current laws, rules, and jurisprudence.

Chairperson Maniquiz-Tan emphasized the importance of strengthening transparency mechanisms within the Commission, noting that public trust is enhanced when citizens are assured of open access to information and meaningful participation in governance. She further underscored that the reconstitution of the FOI Committee reaffirms the NLRC’s commitment to transparency while balancing the need to protect sensitive and legally restricted information.

To make an FOI request, the requesting party must submit a written request to the Commission or file a request through the eFOI portal at www.foi.gov.ph.

Through this initiative, the NLRC’ aims to make its labor justice system more transparent, responsive, and participatory, while remaining fully compliant with applicable legal safeguards on information disclosure. As a quasi-judicial body mandated to resolve labor disputes, the Commission recognizes that empowering stakeholders through responsible access to information helps uphold the rights of both workers and employers.
