NLRC, DICT Conduct ICT Policy Writeshop to Strengthen Digital Governance and Compliance
Quezon City — The National Labor Relations Commission (NLRC), in partnership with the Department of Information and Communications Technology (DICT), conducted an ICT Policy Writeshop on September 12, 2025, at the NLRC Benlor Bldg., Quezon Avenue, Quezon City, to review and refine the agency’s existing ICT-related policies.
The activity focused on the NLRC Email Policy and the ICT Use Policy, which were issued by NLRC Chairperson Grace E. Maniquiz-Tan under NLRC Administrative Order Nos. 04-01 and 04-02, Series of 2025, respectively. The review is in compliance with Executive Order No. 58, Series of 2024 and relevant laws, including Republic Act No. 9470 (National Archives of the Philippines Act of 2007) and Republic Act No. 10173 (Data Privacy Act of 2012).
Representing the DICT were Ms. Christine Apple B. Pre and Mr. Kris Rodzen Delos Santos, who provided technical inputs and best practices on information security, data management, and policy alignment with national ICT standards. On the part of the NLRC, the activity was led by Commissioner Gavino R. Meneses, Jr., Chairperson of the NLRC Cybersecurity and Emergency Response Team (NLRC CERT), together with Atty. Tarcila B. Nepomuceno-Banda and Atty. Ma. Christine Joyce A. Jacinto of the Legal and Enforcement Division, as well as Mr. Christian Ericson B. Soriano of the Data Center.
In his remarks, NLRC CERT Chairperson Meneses emphasized the importance of ensuring that ICT policies remain updated, responsive, and compliant with evolving legal frameworks and cybersecurity requirements. He highlighted that robust ICT governance is essential not only to protect institutional data but also to safeguard the trust of stakeholders who rely on the Commission’s services.
The writeshop underscores the NLRC’s commitment to integrating digital resilience, transparency, and accountability into its day-to-day operations, while strengthening collaboration with the DICT to align with government-wide ICT policies.
