NLRC Convenes En Banc Session to Discuss Proposed Amendments to Rules of Procedure

Quezon City — The National Labor Relations Commission (NLRC) successfully conducted its regular En Banc Session for the year from September 23 to 26, 2025, at the NLRC Ben-Lor Building, Quezon Avenue, Quezon City. The session primarily aimed to address urgent and significant matters requiring immediate Commission action.

A major highlight of the agenda was the continuation of the presentation and discussion of the proposed amendments to the 2011 NLRC Rules of Procedure, focusing particularly on the compulsory arbitration process and execution proceedings before the Labor Arbiter. The revisions were presented by the Committee on the Revision of Rules, chaired by Commissioner Gina F. Cenit-Escoto of the First Division.

NLRC Chairperson Grace E. Maniquiz-Tan emphasized the critical role of compulsory arbitration and execution proceedings before the Labor Arbiter in upholding the integrity of the labor justice system. She emphasized that the continuous review and updating of procedural rules are crucial to keeping arbitration and execution proceedings efficient, transparent, and responsive to evolving legal and workplace realities, thereby safeguarding due process, strengthening public trust, and ensuring the fair and timely enforcement of labor rights.

During the session, Commissioners from all eight Divisions of the NLRC actively engaged in in-depth deliberations on the proposed revisions, offering insights and recommendations drawn from their operational experience and jurisprudential expertise. The discussions reflected the Commission’s collective commitment to streamlining compulsory arbitration and execution procedures, eliminating ambiguities, and strengthening mechanisms that uphold the rights of both workers and employers.

Among the key highlights of the proposed amendments are refinements to arbitration and execution timelines, clarification and simplification of documentary requirements, and streamlining of procedural steps to promote efficiency and consistency.

The En Banc likewise discussed other administrative and policy matters aimed at enhancing Commission performance and ensuring uniformity in decision-making across all Regional Arbitration Branches (RABs) and Divisions.

The NLRC remains steadfast in its mandate to promote industrial peace through effective labor dispute resolution and reaffirms its institutional commitment to good governance, innovation, and justice.
